Harpers Ferry in February
Not the best time
Still freezing, but you might catch some decent Presidents Day programming. The upside? Parking is never an issue and you can actually hear the rivers rushing.
Weather
February stays brutally cold with occasional snowstorms that can dump 4-6 inches overnight. The rivers run high from snowmelt, making for impressive views but muddy trails. Humidity stays low, which helps the cold feel less biting.

All Months
October brings the best of everything — perfect hiking weather, fall colors that stop traffic on Route 340, and fewer crowds than summer. The leaves peak around October 15th, turning the Shenandoah Valley into something straight out of a postcard. Spring runs a close second, especially May when the dogwoods bloom and river levels are perfect for rafting. Summer gets hot and humid, but that's when all the outdoor outfitters are running full schedules. Just expect crowds — parking fills up by 10am on weekends. Winter closes some trails and most river activities, but you'll have the historic sites mostly to yourself. Plus, the Antietam Battlefield is just 20 minutes away and looks hauntingly beautiful under snow.
