May through September gives you St. Paul at its finest. Summer festivals take over Rice Park and Harriet Island, and the riverfront becomes the city's living room. July brings the Minnesota State Fair to nearby Falcon Heights – it's worth planning your entire trip around if you've never experienced America's greatest state fair. Fall colors along the Mississippi River gorge peak in early October, making it perfect for scenic drives. Winter is harsh but beautiful – the Saint Paul Winter Carnival in late January transforms the city into an ice sculpture wonderland. Just pack layers and waterproof boots. Spring arrives late but brings relief and the return of outdoor dining season.
