April is when Victoria starts getting crowded again, and for good reason - the cherry blossoms are spectacular. Expect higher prices but also some of the city's most beautiful days.

May through September gives you Victoria at its most cooperative. July and August see temperatures around 22°C with maybe 10 rainy days total - practically desert conditions by Pacific Northwest standards. But this is also when ferry reservations become precious and hotel rates double.
June hits the sweet spot. The gardens explode in bloom, crowds haven't peaked, and you can still find reasonable accommodation. Butchart Gardens looks incredible, and you won't be fighting tour buses for photos.
September extends summer without the chaos. Temperatures stay mild, the ocean's actually warm enough for swimming (if you're brave), and restaurant patios remain open. Plus, the fall colors around Goldstream Provincial Park peak in early October.
Winter isn't as grim as the rest of Canada makes it sound. December through February sees highs around 8°C with frequent rain, but snow is rare. The Empress Hotel's afternoon tea feels extra cozy, and you'll have attractions mostly to yourself. Hotel rates drop by half, which helps offset the shorter daylight hours.
