Glasgow in February
Not the best time
Still properly miserable but marginally better than January. The locals have cabin fever by now, so pubs and restaurants buzz with energy even if the weather doesn't cooperate.
Weather
February stays cold and wet, though you'll get an extra hour of daylight compared to January. The wind still cuts through the city center, and rain falls about every other day. Snow occasionally dusts the West End but rarely sticks.

All Months
May through September gives you the best weather odds, though 'best' in Glasgow means 15°C and only occasional rain. July and August see the most tourists and highest hotel prices, but also the longest days — sunset doesn't happen until after 9pm.
September hits the sweet spot. Students return to give the city its proper energy, but summer crowds thin out. The weather stays decent, and you'll catch the tail end of festival season.
Winter in Glasgow is properly grim — dark by 4pm and wet most days. But if you don't mind the weather, hotel prices drop significantly, and the pub atmosphere gets even cozier. Plus, indoor venues like the Royal Concert Hall and Theatre Royal keep the cultural calendar packed.
