The shoulder seasons — April-May and September-October — offer the best balance. Fewer tourists, decent weather, and dive operators often have last-minute spots available. Avoid November through March if possible. The rainy season brings choppy seas, reduced visibility, and some boat operators suspend trips to the outer islands.
