Winter (June-August) isn't a write-off like other New Zealand destinations. Tauranga averages 15°C with plenty of clear days perfect for hiking Mount Maunganui or exploring downtown. You won't be swimming much, but accommodation costs drop dramatically. Avoid late August and September – this is when Tauranga gets its worst weather.
