Skip July and August unless you enjoy sweating through 35°C heat while queuing for an hour to climb the tower. Crowds peak during these months, and many locals flee to the coast.
Winter works if you're chasing budget prices and don't mind gray skies. Hotels drop rates by 40%, but some restaurants close, and the tower climb gets cancelled in bad weather. December through February sees frequent rain.
